Dubai Introduces Flexible Summer Work Hours for Government Employees (July 1 to Sept 12, 2025)

The Dubai Government Human Resources Department (DGHR) has officially announced the return of its flexible summer work hours for public sector employees. Set to run from July 1 to September 12, 2025, the initiative is aimed at promoting employee well-being, improving work-life balance, and enhancing productivity during the hotter months.

This move aligns with Dubai's ongoing commitment to becoming a forward-thinking, human-centric workplace destination. But what does this mean for business owners, HR teams, and private sector stakeholders?

Key Features of the Flexible Summer Working Hours

  • Applicable Period: July 1 to September 12, 2025
  • Scope: Government entities (implemented at the discretion of each entity)
  • Group 1: 8-hour workdays (Mon-Thu) with full Fridays off
  • Group 2: 7-hour workdays (Mon-Thu) + 4.5 hours on Friday
  • Objective: Enhance employee happiness, improve productivity, reduce summer burnout

Last year’s pilot campaign among 21 government departments recorded 98% employee satisfaction.

What It Means for Private Sector & Free Zone Businesses

Although the flexible schedule is officially implemented only in government departments, many private companies in the UAE—especially in DMCC, ADGM, and DIFC Free Zones—may adopt similar schedules to stay competitive in retaining talent.

Considerations for Private Companies:

  • Employee Satisfaction: Adjusting working hours can enhance morale and reduce turnover.
  • Operational Continuity: Flexible schedules must be aligned with client demands and operational needs.
  • HR Policies: Review and amend internal HR manuals to reflect any new work schedules.

Legal Compliance: Summer Midday Break

In parallel, the Midday Work Ban is active from June 15 to September 15, 2025, barring outdoor work between 12:30pm and 3:00pm.

  • Who is affected: Construction, logistics, and outdoor service businesses
  • Fines: AED 5,000 per worker, up to AED 50,000 per company for violations
  • Mitigation: Provide shaded or indoor spaces, rotate shifts, and track compliance

More than 10,000 air-conditioned rest stations have been set up nationwide to support delivery and logistics workers.
